Wheel Speed Sensor Strange Readings

I've installed my new RT wheel speed sensor to read the back of the 4 studs on my front disk. It produces a reading when the wheel is spun but sometimes also shows a speed when the wheel is completely stationary.

Is this to do with the distance from the target and if so is it symptomatic of it being too far away or too close?

When stationary you should be getting a completely steady 0. Do you have a data logger in this installation?

The sensor has an LED on the back can you see if it is flickering when speed is moving around when stationary?
