Incorrect VGL File while exporting to video with a 3rd party license (Gopro setup in PAL at 25 fps)

I'm trying to combine video and data using the third party license and I get an error 'Incorrect VGL File' and it crashes 1 seconds before the end of the export.

Interestingly it works on small files of 10 minutes of video or less. It crashes when it tries to compile a larger file (25 minutes in this case / 2.1 Gigs)
Analysis hangs and the process needs to be killed from Windows.

Is this a case of the file being to large or my swap file being too small ?
I'm hoping this is a simple solution...

The file is PAL in HD / 1080
I'm using full resolution and the less demanding setup (Faster encoding / 3 Mbit)
The file was compiled (2 sections joined) using Racerender3 in PAL 25 fps.
I'm now on Analysis 8.5.369

I tried increasing the size of the swap file to 8GB.
Also excluded the swap file from the antivirus software.
Also tried a different VGA file (Layout). So far tried the GT_1080p_MPH.VGL and GT_1080p_KPH.VGL with the same result.
I also tried exporting with 'No overlay'. Same result.
If someone can explain how to load an image I will post the blank green screen I get...
