I'll put in a vote for vBulletin. You can migrate/import from phpBB and it has a slew of features that phpBB doesn't have including more rigorous/flexible anti-spam features. It isn't that expensive. We switched to it for our regional (SCCA) forums years ago and never looked back.

We've added some extra functionality so that members of the support staff get emailed when posts are put on the forum.... and we are really going to try to be more active!! Still, if you need assistance email us directly please.
